This anthology of essays on the work of David Kaplan, a leading contemporary philosopher of language, sprang from a conference, "Themes from Kaplan," organized by the Center for the Study of Language and Information at Stanford University.

Given its subject matter, biological psychiatry is uniquely poised to lead STEM DEI initiatives related to disability. Drawing on literatures in science, philosophy, psychiatry, and disability studies, we outline how that leadership might be undertaken. We first review existing opportunities for the advancement of DEI in biological psychiatry around axes of gender and race. We then explore the expansion of biological psychiatry’s DEI efforts to disability, especially along the lines of representation and access, community accountability, first person testimony, and revised (...) theoretical frameworks for pathology. We close with concrete recommendations for scholarship and practice going forward. By tackling head-on the challenge of disability inclusion, biological psychiatry has the opportunity to be a force of transformation in the biological sciences and beyond. (shrink)

Though we agree with their argument that language is shaped by domain-general learning processes, Christiansen & Chater (C&C) neglect to detail how the development of these processes shapes language change. We discuss a number of examples that show how developmental processes at multiple levels and timescales are critical to understanding the origin of domain-general mechanisms that shape language evolution.

Estimates of the burden of disease assess the mortality and morbidity that affect a population by producing summary measures of health such as quality-adjusted life years and disability-adjusted life years. These measures typically do not include stillbirths among the negative health outcomes they count. Priority-setting decisions that rely on these measures are therefore likely to place little value on preventing the more than three million stillbirths that occur annually worldwide. In contrast, neonatal deaths, which occur in comparable numbers, have a (...) substantial impact on burden of disease estimates and are commonly seen as a pressing health concern. In this article we argue in favor of incorporating unintended fetal deaths that occur late in pregnancy into estimates of the burden of disease. Our argument is based on the similarity between late-term fetuses and newborn infants and the assumption that protecting newborns is important. We respond to four objections to counting stillbirths: that fetuses are not yet part of the population and so their deaths should not be included in measures of population health; that valuing the prevention of stillbirths will undermine women's reproductive rights; that including stillbirths implies that miscarriages should also be included; and that birth itself is in fact ethically significant. We conclude that our proposal is ethically preferable to current practice and, if adopted, is likely to lead to improved decisions about health spending. (shrink)

Philosophical Pragmatism and International Relations bridges the gap between philosophical pragmatism and international relations, two disciplinary perspectives that together shed light on how to advance the study and conduct of foreign affairs. Authors in this collection discuss a broad range of issues, from policy relevance to peacekeeping operations, with an eye to understanding how this distinctly American philosophy, pragmatism, can improve both international relations research and foreign policy practice.

Background Rapid ethical access to personal health information to support research is extremely important during pandemics, yet little is known regarding patient preferences for consent during such crises. This follow-up study sought to ascertain whether there were differences in consent preferences between pre-pandemic times compared to during Wave 1 of the COVID-19 global pandemic, and to better understand the reasons behind these preferences. Methods A total of 183 patients in the pandemic cohort completed the survey via email, and responses were (...) compared to the distinct pre-pandemic cohort ; all were patients of a large Canadian cancer center. The survey covered broad versus study-specific consent; opt-in versus opt-out contact approach; levels of comfort sharing with different recipients; perceptions of commercialization; and options to track use of information and be notified of results. Four focus groups were subsequently conducted to elucidate reasons motivating dominant preferences. Results Patients in the pandemic cohort were significantly more comfortable with sharing all information and biological samples, sharing information with the health care institution, sharing information with researchers at other hospitals, sharing PHI provincially, nationally and internationally compared to the pre-pandemic cohort. Discomfort with sharing information with commercial companies remained unchanged between the two cohorts. Significantly more pandemic cohort patients expressed a wish to track use of PHI, and to be notified of results. Thematic analysis uncovered that transparency was strongly desired on outside PHI use, particularly when commercialization was involved. Conclusions In pandemic times, patients were more comfortable sharing information with all parties, except with commercial entities, where levels of discomfort remained unchanged. Focus groups identified that the ability to track and receive results of studies using one’s PHI is an important way to reduce discomfort and increase trust. These findings meaningfully inform wider discussions on the use of personal health information for research during global crises. (shrink)

In the conclusion to this multi-part article I first review the discussions carried out around the six essential questions in psychiatric diagnosis – the position taken by Allen Frances on each question, the commentaries on the respective question along with Frances’ responses to the commentaries, and my own view of the multiple discussions. In this review I emphasize that the core question is the first – what is the nature of psychiatric illness – and that in some manner all further (...) questions follow from the first. Following this review I attempt to move the discussion forward, addressing the first question from the perspectives of natural kind analysis and complexity analysis. This reflection leads toward a view of psychiatric disorders – and future nosologies – as far more complex and uncertain than we have imagined. (shrink)

This essay on choice of law (private international law) appears in the second edition of the Blackwell Companion to Philosophy of Law and Legal Theory, edited by Dennis Patterson. It is a revision of an entry on the same topic in the first edition of the book. The essay focuses on the epic battle over the course of the last century between two very different traditions - classical choice of law, articulated most completely by Joseph Beale in the 1930s, (...) and modernist choice of law, which inspired a massive and still controversial revolution in choice of law thinking. The essay isolates eight distinct jurisprudentially significant premises of classicism, including territorialism, a commitment to a regime of rules, and a conception of law and legal rights that I have called “vestedness.” It then discusses the modernist challenges to most, but significantly not all, of those premises. It also emphasize, however, the degree to which the eight pillars of the classical tradition are actually conceptually independent, and could, at least in principle, be mixed and matched in various combinations and in the service of very different account of choice of law enterprise. Finally, the essay turns to other debates, both within the classical and modernist traditions separately and transcending the differences between them. (shrink)

The concepts of time and identity seem at once unproblematic and frustratingly difficult. Time is an intricate part of our experience -- it would seem that the passage of time is a prerequisite for having any experience at all -- and yet recalcitrant questions about time remain. Is time real? Does time flow? Do past and future moments exist? Philosophers face similarly stubborn questions about identity, particularly about the persistence of identical entities through change. Indeed, questions about the metaphysics of (...) persistence take on many of the complexities inherent in philosophical considerations of time. P. Goold, Catullus: Edited with Introduction, Translation, and Notes, 2d ed. (London 1989; (...) 1st ed., 1983), and Guy Lee, Catullus: Edited with a Translation and Brief Notes (Oxford 1990). The proportion of commentary varies considerably among the three editions. Goold's notes are very brief, occupying less than one-sixth the number of the pages of the text plus translation; they identify references mostly, or sketch a background, either historical or personal. Lee's notes, somewhat more devoted to language and interpretation, amount to one-fourth. In Godwin's book the commentary equals the text and translation. This, clearly, is intended to be the author's chief contribution, and indeed it is easily the most valuable part. (In the same format he dealt with the longer poems, 61-68, in a volume published in 1995.) Rather than an editor or translator, Godwin is an interpreter of literature.Most parts of the introduction are reliable. "Catullus' Life and Times" balances familiar scholarly positions with criticism. Against Ross's view (originating with Reitzenstein, actually) that the poet applied the language of politics to love, he cites Lyne's, that poet and politician alike used the language of the governing class. He is skeptical of identifying Lesbia with Clodia Metelli. The next section describes the performance of poetry, an important subject, if less obvious. The discussion of poets' financial rewards here would be less neat had the instructive researches of Peter White been taken into account (JRS 64 [1974]: 40-61; HSCP 79 [1975]: 265-300; JRS 68 [1978]: 74-92). Godwin afterward sets forth well first the poetic standards and strivings of Catullus and his fellow-neoterics, then the major interpretative strategies practiced by literary critics: biography, New Criticism, New Historicism, and attention to intertextuality, to the arrangement of poems, to their closure (but not structuralism or deconstruction). His own stance is characterized by a keen awareness of the literary artifact, and this will make for some fine, persuasive interpretations.The section on meter, however, is seriously defective. Addressed to the rank beginner, who is taught when syllables are long, when short, what elision is, and which patterns of longs and shorts constitute the various meters, it is bound to mislead in important ways. It ignores prodelision (which Goold, for the sake of correct reading, represents in his text: gratumst, for example). Nowhere does it say that the fifth foot of a hexameter is regularly a dactyl, much less that the substitution of a spondee there is a neoteric affectation (see Cic. Att. 7.2.1). It claims that "the second half of the pentameter is in the overwhelming majority of cases dactylic" (17, my emphasis). For iambic senarii and choliambics it fails to mention the caesura. Lack of attention to meter probably explains why Godwin prints vehemens (rather than vemens) at 50.21 and vastasque paludesque at 115.5 (no other verse among the elegiacs is hypermetric, though 64.298 is), and also why in the commentary on poem 4 he does not draw attention to Catullus' tour [End Page 283] de force in writing pure iambics; this would have strengthened his point that the verse gives "the movement of the poem a swift impetus appropriate to the movement of the yacht" (117). The last part of the introduction is a concise statement of how the text has been transmitted.The text here printed is Godwin's own. Let it be compared with Goold's, which is, in my opinion, the truest ever produced--comprehensive in understanding the sources, fearless in replacing manuscript nonsensicalities with Catullan sense and elegance, from start to finish marked by sound judgment. While most of the articles are written from a Western, analytic perspective, the volume includes a paper that addresses Buddhist perspectives on freedom of the will. With an opening essay written by the editors -- "Freedom and Determinism: A Framework" -- that sets the terms of the discussion, the book provides a remarkably comprehensive set of articles that are of value to a wide audience, from students of philosophy to scholars. Keith Donnellan of UCLA is one of the founding fathers of contemporary philosophy of language, along with David Kaplan and Saul Kripke. Donnellan was and is an extremely creative thinker whose insights reached into metaphysics, action theory, the history of philosophy, and of course the philosophy of mind and language. This volume collects the best critical essays on Donnellan's forty-year body of work. The authors reject arguments by Professor Joseph Fletcher (author of Situation Ethics) that in some circumstances parents may be held responsible for producing genetically defective offspring, but offer arguments of their own for the same conclusion. Their arguments could, they suggest, justify `wrongful life' claims by the genetically defective infant against the mother. I seek to interpret the work of Walter Benjamin in light of the "system programme" of German Idealism, in order to confront an antinomy of contemporary radical thought. Benjamin has been regarded as an anti-Hegelian thinker of the exception. Reading him against the grain, I draw out a concept of counter-tradition that eschews the opposition of intra-historical progress and extra-historical exception. The philological inspiration is a book by Franz Joseph Molitor, student of Schelling and "teacher" of Benjamin: The Philosophy (...) of History, or, On Tradition. (shrink)

This article is a critical examination of two distinct linguistic approaches to religion. the first employs the principle that peripheral uses of words are parasitic on their central uses to exclude religious language on grounds of a-typicality. this is criticized on grounds that meaning of words is not simply given in language but tied to understanding or explanatory framework. hence a-typicality objections lose force. the second, represented by d z phillips, immunizes religious language against outside criticism by claiming its (...) criteria of intelligibility to be internal. this claim is argued against by means of contradiction between phillips' content and performance; claim to philosophical neutrality is also questioned. In face of the multiple controversies surrounding the DSM process in general and the development of DSM-5 in particular, we have organized a discussion around what we consider six essential questions in further work on the DSM. The six questions involve: 1) the nature of a mental disorder; 2) the definition of mental disorder; 3) the issue of whether, in the current state of psychiatric science, DSM-5 should assume a cautious, conservative posture or an assertive, transformative posture; 4) the role (...) of pragmatic considerations in the construction of DSM-5; 5) the issue of utility of the DSM – whether DSM-III and IV have been designed more for clinicians or researchers, and how this conflict should be dealt with in the new manual; and 6) the possibility and advisability, given all the problems with DSM-III and IV, of designing a different diagnostic system. Part 1 of this article took up the first two questions. Part 2 took up the second two questions. Part 3 now deals with Questions 5 & 6. Question 5 confronts the issue of utility, whether the manual design of DSM-III and IV favors clinicians or researchers, and what that means for DSM-5. Our final question, Question 6, takes up a concluding issue, whether the acknowledged problems with the earlier DSMs warrants a significant overhaul of DSM-5 and future manuals. In this wide-ranging volume of papers on Greek and Roman philosophy, a group of distinguished scholars has come together to honor Phillip Mitsis as a teacher, scholar, and colleague. Apart from examining a range of topics and philosophers that covers most areas of Classical philosophy and even beyond, the volume is particularly noteworthy for the variety of critical and philosophical methodologies it embraces. Commodore Perry’s expedition to Japan in 1853–1854 was more than just a diplomatic mission: it also had scientific objectives and for the officers and crews it was in addition an opportunity to do some shopping. Among the goods bought in Japan were various books, some of which were donated to the American Oriental Society. In 1855 the Lippincott Company of Philadelphia published a facsimile of a Japanese illustrated book, which had first been published in 1740, with accompanying transcription and (...) partial translation. This was the work of Joseph Wilson MD, a naval surgeon who served on one of the ships that took part in the Perry Expedition. In this article I consider why this facsimile was published, how Wilson managed to learn sufficient Japanese to undertake the translation, and what its reception was. Why did it sell so few copies, why did the reviewers focus on botany, and why did it not stimulate an interest in the academic study of Japan? Why, for that matter, were no articles on Japan published in JAOS between 1855 and 1910? This article explores the hesitant start to American japanology by examining the fate of the first Japanese book printed anywhere in the world outside Japan. (shrink)

This paper provides an exploration of whistleblowing as a protracted process, using secondary data from 868 cases from a whistleblower advice line in the UK. Previous research on whistleblowing has mainly studied this phenomenon as a one-off decision by someone perceiving wrongdoing within an organisation to raise a concern or to remain silent. Earlier suggestions that whistleblowing is a process and that people find themselves inadvertently turned into whistleblowers by management responses, have not been followed up by a systematic study (...) tracking the path of how a concern is repeatedly raised by whistleblowers. This paper provides a quantitative exploration of whistleblowing as a protracted process, rather than a one-off decision. Our research finds that the whistleblowing process generally entails two or even three internal attempts to raise a concern before an external attempt is made, if it is made at all. We also find that it is necessary to distinguish further between different internal as well as external whistleblowing recipients. Our findings suggest that whistleblowing is a protracted process and that this process is internally more protracted than previously documented. The overall pattern is that whistleblowers tend to search for a more independent recipient at each successive attempt to raise their concern. Formal whistleblower power seems to determine which of the available recipients are perceived as viable and also what the initial responses are in terms of retaliation and effectiveness. (shrink)

Leading philosopher of religion D. Z. Phillips argues that intellectuals need not see their task as being for or against religion, but as one of understanding it. What stands in the way of this task are certain methodological assumptions about what enquiry into religion must be. Beginning with Bernard Williams on Greek gods, Phillips goes on to examine these assumptions in the work of Hume, Feuerbach, Marx, Frazer, Tylor, Marett, Freud, Durkheim, Le;vy-Bruhl, Berger and Winch. The result exposes (...) confusion, but also gives logical space to religious belief without advocating personal acceptance of that belief, and shows how the academic study of religion may return to the contemplative task of doing conceptual justice to the world. Religion and the Hermeneutics of Contemplation extends in important ways D. Z. Phillips' seminal 1976 book Religion Without Explanation.
